[Development] qtbase/dev blocked

Hi all,

We disabled staging for qtbase/dev since the branch will currently not
integrate due to infrastructure changes below us (network testing with docker
will fail). Presumably the change in infra will be undone very soon at which
time we'll open the branch again.

Sorry for the inconvenience this causes.

That doesn't tell me if it's unlocked, since apparently there are people (like
me) who can stage things but aren't supposed to.

I got scolded at this blocking for not reacting to a 4 am email when I woke
up. So I haven't staged anything of consequence for 3 weeks. (Also because a
bunch of gerrit emails went to /dev/null due to mx.qt-project.org being
misconfigured)

5.12 has been unblocked for some time now, we even managed to get a lot of
stuff into 5.12 the past week.

Hi,

Quick update: Since the infrastructure still doesn't allow us to move forward,
we'll disable the docker based network test server and unblock qtbase/dev that
way.
Expect it to be unblocked in the next few hours. I'm really sorry about this
and wish we'd have done that on Friday, but at that point in time it still
seemed like we'd get away without patching anything.

https://codereview.qt-project.org/#/c/246958/ got integrated so I think qtbase/dev can be unlocked. Still we wait for another hack https://codereview.qt-project.org/#/c/247112/ to unlock qt5/dev, but that affects less people.
